PPWR

Compliant packaging as a supply chain challenge

The Packaging and Packaging Waste Regulation (PPWR) introduces European requirements on packaging design, recyclability and reuse. Compliance calls for supply chain data that must be available from suppliers of raw materials and packaging components. Pantarein helps you collect these data, carry out the compliance analysis and put the right agreements in place with your suppliers.

The PPWR in practice

The PPWR becomes enforceable from August 2026. Non-compliant packaging placed on the market may result in fines and a market ban, set by the Member States on the basis of European minimum standards.

‍What does the PPWR require?

  • Insight into the material composition and recyclability of all your packaging
  • Supply chain data on the origin and properties of packaging components
  • Demonstrable compliance with the design and recyclability requirements
  • Watertight agreements with suppliers on compliance and documentation
  • An approach to the minimisation and reuse requirements that aligns with your packaging strategy

Which businesses does this affect?

  • Manufacturers, importers and traders that place packaging on the EU market – the regulation applies to all packaging categories
  • Businesses with complex packaging portfolios that need to collect material data from multiple suppliers
  • Retailers that are responsible for the compliance of their own-brand packaging
  • Businesses that want to align their packaging strategy with the PPWR and with broader sustainability objectives

our approach

PPWR compliance calls for a coordinated approach across product management, procurement and supplier management.‍

  • Packaging inventory and gap analysis – We map your entire packaging portfolio and assess it against the PPWR requirements: recyclability, minimisation, reuse and restricted materials.
  • Data collection from suppliers – We guide you in setting up a structured process to collect the necessary material and compliance data from your packaging suppliers.
  • Compliance analysis and prioritisation – Which packaging meets the requirements, and which does not? Where do the greatest risks lie, and which changes are most urgent?
  • Supplier agreements and documentation – We help you set out contractual compliance requirements and establish a documentation structure that meets the audit needs of enforcement authorities.
  • Software support – Together, we assess which tools can support the management of material data and compliance: from supplier surveys to packaging registration and reporting dashboards.

What does it deliver?

  • Protecting market access: non-compliant packaging is penalised, and early adaptation prevents market risks
  • Optimising packaging costs: the PPWR’s minimisation requirements can go hand in hand with cost reduction
  • Meeting retail requirements: major retailers are increasingly making PPWR compliance a purchasing condition
  • Providing CSRD input: packaging data provide relevant input for ESRS reporting on raw materials and waste
